MOORLACH UPDATE — California School District Rankings, Group 9 — August 23, 2018

Group 9 provides the next 66 California public school districts. This traunch represents $2.8 billion in cumulative unrestricted net deficits. The Unrestricted Net Positions (UNPs) range between negative $782 and negative $883.

We also see three more Orange County school districts, all of which are in my Senate District:

Let me introduce you to California’s Fiscal Crisis and Management Assistance Team (FCMAT). This state agency helps provide fiscal and management guidance to local education agencies (LEAs) to fulfill their financial and management responsibilities.

The FCMAT CEO is an old colleague of mine, Michael Fine. Mr. Fine was the Chief Business Officer for the Newport-Mesa Unified School District at the time of the Orange County bankruptcy filing. He makes an annual presentation to the Senate Fiscal and Budget Review Committee, Subcommittee One – Education, on which I serve.

His presentation of March 12th provided four districts with “negative certifications.” This means that they will “not be able to meet their financial obligations for 2017-18 or 2018-10.” Here they are, with my rankings provided:

You’ll find Pasadena in this grouping, but its UNP is one of the largest. Feather Falls Union is in my Group 2, which is fairly favorable, but it only has 10 students and enrollment is going down to 5 students. Yosemite is in my Group 7. Pasadena is coming up in a future UPDATE. And Inglewood even made it to a budget trailer bill, which will be voted on today or by next Friday. We’re in the danger zone folks.

Just a reminder, the first column is the district’s position or rank (the lower, the better), then the district’s shortened name, city and county. We also provide the actual UNP ranking (again, the lower the better), the UNP, the population served, and dividing one into the other to obtain the per capita (a result above zero would be preferred).
