MOORLACH UPDATE — California School District Rankings, Group 6 — August 20, 2018

One of the most startling observations of this fourteen-part series on the fiscal condition of the Kindergarten thru 12th (K-12) grade school districts in California is how dismal their financial conditions are.

Today’s edition starts with school districts that have a negative unrestricted net position (UNP) of more than $471 per capita. As a comparison, 87.5 percent of the state’s 72 community college (CCC) districts have a negative UNP per capita of $471 or less (see MOORLACH UPDATE ā€” UC, CCC and CSU ā€” May 11, 2018).

The range of Group 6 is between $474 and $573 and these 67 districts represent a cumulative deficit of $2 billion. Proposition 98 provides a significant financial allocation to K-12 and the CCCs, about 40 percent of the state’s general fund budget, but their balance sheets tell a very different story. Sacramento has to start paying attention and this series should give the Legislature plenty to chew on between now and the January 10th introduction of the next Governor’s 2019-20 proposed budget.

Group 6 also contains four more Orange County school districts. All four have large unrestricted net deficits, but the populations they serve put them in the top 43 percent of schools on a per capita basis. Two are in my Senate District, Huntington Beach City and Orange Unified, and I’m an alum of Centralia Elementary (4th – 6th grades). Here they are by ranking for the per capita and their total UNPs (the lower numbered the ranking, the better).
